On the OV-30 frame, the engine can be offset 7mm to the left allowing the chain to align properly without the use of a 7mm offset front sprocket.
This will cause interference between the kick starter in the upright position and the Back Step mounting.

64-98-03 corrects this problem and gives the needed clearance between the kick starter and the backstep.
